Debra Cook- Hirai, Ed.D
Senior Consultant
Dr. Hirai holds a
Bachelor of Science Degree in Education (English Major, Spanish Minor) from
the State University College of New York at Buffalo, a Master of Education
Degree in Counseling from the University of Nevada at Las Vegas, and a
Doctor of Education Degree in Public Administration and Curriculum from the
University of Southern California, Los Angeles. She also possesses an
administrative services credential, a community college counseling
credential, a basic pupil personnel services credential, and a
standard secondary teaching credential. She has taught (K-6), Language
Arts (7-9), Career Education and Psychology (10-11), and Reading Improvement
(10-12, LAUSD). Due to the success of her Reading Improvement classes (at
Roosevelt High School in East LA, a high priority school, where student
reading levels increased an average of 1.8 years per semester), she became
the Secondary Reading Coordinator for 32 secondary schools in Area B,
LAUSD. She has also served as a 6-9 Counselor, a K-6 Counselor, a
district ELD Coordinator/Teacher, an Assistant Principal (K-8), a
Principal (5-8), and a University Adjunct, then Assistant Professor
for CSUB and the University of La Verne. She is an AB466 certified trainer
for High Point,
has
served on the State CTC review team for SB 2042 Credential Programs
and is also the Secondary Education Program Director for CSUB. With Dr.
Irene Borrego, she has co-authored four refereed articles in the AACE
(Association for Advancement of Computing in Education) journal and one article
in Language Magazine, an international journal. Dr. Hirai and Dr.
Borrego currently have a research article, based on the effectiveness of three
years of state funded ELDPI’s (English Language Professional Development
Institutes) submitted to the Bilingual Research Journal. Dr. Hirai is
currently an Assistant Professor, CSU
Bakersfield
and teaches Masters courses in the Education Bilingual Multicultural Program.
Her most recent research includes focusing on a professional development model
that emphasizes researched proven strategies to teach “academic
language” that impacts student academic achievement.
